What is something that landlord can do when the tenant refuse to pay the rental and refuse to move out? Any great move to deal with that?

Even if the electrical and water utility was applied by the tenant. 

As the owner,  can just go ahead and apply for disconnection?

Follow the SOP. Give the notice. Reminder, etc.
Don't do something that will break a rules.
Appoint & refer to Lawyer. Lawyer will sent notice, eviction order.

Lastly, Writ of Distress from court.
 The landlord may apply to the court for a warrant of distress ("Writ of Distress"), through his solicitors.  
Owner, Lawyer & Bailiff will come together with the Police to escort for Eviction.

The way you comes with the lawsuit, slightly as much will make the tenants give up.
This based on my friend's experience. Be prepared, you will face an unexpected situation of the house later.

pre screening on tenant and get a good agent is important to avoid such circumstances.

Even though the tenant is a good paymaster initially... that does not guarantee the tenant will continue to do so for the remainder of the tenure.

As owners, we really need a bit of luck to get really good tenants.
