I think need to lodge a police report with it with supportive documents. If you even want to change the lock, make sure there's a legal personnel or government authority to be accompanied in pasting or sticking the warning before you are able to change the locks or go into the property.
Very tedious yet complicated procedure, If you just open and go in like that, it may violate the law and consider as trespassing. Which will make the case more troublesome.
